On 1 August 2017, the Executive Administrator of the Texas Water Development Board (TWDB) determined the proposed project for the City of Waco to provide treated surface water to ten water utilities in McLennan County to mitigate the arsenic contamination qualifies as a Minor Amendment under 31 Texas Administrative Code 357.51(c).
